The Presidents Role in the U.S. Federal Budget Process
The annual federal budget process begins the first Monday in February of each year and should be concluded by October 1, the start of the new Federal Fiscal Year. In some -- make that most -- years, the October 1 date is not met. Here is how the process is supposed to work. The President Submits a Budget Proposal to Congress In the first step of the annual U.S. federal budget process, the President of the United States formulates and submits a budget request for the upcoming fiscal year to Congress. Under the Budget and Accounting Act of 1921, the president is required to submit his or her proposed budget to Congress for each government fiscal year, the 12-month period beginning on October 1 and ending on September 30 of the next calendar year. Current federal budget law requires the president to submit the budget proposal budget between the first Monday in January and the first Monday in February. Typically, the presidentââ¬â¢s budget is submitted during the first week of February. However, especially in years when the new, incoming president belongs to a different party than the former president, submittal of the budget may be delayed. The presidentââ¬â¢s budget proposal may also be delayed by pressing government financial difficulties. For example, President Barack Obama did not submit his FY 2014 budget proposal until April 10, 2013, due to ongoing negotiations with Congress over the implementation of the budget sequester and mandatory spending cuts dictated by the Budget Control Act of 2011. In fiscal year 2016, the federal budget called for the expenditure of nearly $4 trillion. So, as you might imagine, deciding exactly how that much taxpayer money is to be spent represents a major part of the presidentââ¬â¢s job. While the formulation of the presidentââ¬â¢s annual budget proposal takes several months, the Congressional Budget and Impoundment Control Act of 1974 (the Budget Act) requires that it be presented to Congress on or before the first Monday in February. In formulating the budget request, the president is assisted by the Office of Management and Budget (OMB), a major, independent part of the Executive Office of the President. The presidentââ¬â¢s budget proposals, as well as the final approved budget, are posted on the OMB website. Based on the input of the federal agencies, the presidents budget proposal projects estimated spending, revenue, and borrowing levels broken down by functional categories for the coming fiscal year to start on October 1.The presidentââ¬â¢s budget proposal includes volumes of information prepared by the president intended to convince Congress that the presidentââ¬â¢s spending priorities and amounts are justified. In addition, each federal executive branch agency and independent agency includes its own funding request and supporting information. All of these documents are also posted on the OMB website. The presidents budget proposal includes a suggested level of funding for each Cabinet-level agency and all programs currently administered by them. The presidents budget proposal serves as a starting point for the Congress to consider. Congress is under no obligation to adopt all or any of the Presidents budget and often makes significant changes. However, since the President must ultimately approve all future bills they might pass, Congress is often reluctant to completely ignore the spending priorities of the Presidents budget. House and Senate Budget Committees Report the Budget Resolution The Congressional Budget Act requires passage of an annual Congressional Budget Resolution, a concurrent resolution passed in identical form by both House and Senate, but not requiring the Presidents signature. The Budget Resolution is an important document providing Congress an opportunity to lay out its own spending, revenue, borrowing and economic goals for the coming fiscal year, as well as the next five future fiscal years. In recent years, the Budget Resolution has included suggestions for government program spending reforms leading to the goal of a balanced budget. Both the House and Senate Budget Committees hold hearings on the annual Budget Resolution. The committees seek testimony from presidential administration officials, Members of Congress and expert witnesses. My Christmas Diary Entry Essay I thought it would be possible for me to write every day, but being realistic, itââ¬â¢s not. Also, Iââ¬â¢m trying to enjoy the best out of my exchange year, so that means less computer, less cellphone and less social media. I canââ¬â¢t believe itââ¬â¢s the last day of the year, it went by too fast. My last entry was almost a month ago, so I will try to write about everything that has happened in my life since. We put up the christmas tree and it was so much fun, it felt like home. We played christmas music and sang and danced while we decorated. Also, thereââ¬â¢s a tradition here in Provence, called ââ¬Å"Crà ¨che de Noelâ⬠in french. You put up these little figurines called ââ¬Å"santonsâ⬠and you build your own little town including Virgin Mary, Joseph and baby Jesus. I will post pictures at the end of the entry. A weekend before the last week of school, Elena (my host sister from Austria) and me tried making eclairs. Needless to say, it was a disaster. But we had fun. The next day we tried making them again with the help from our host parents. They were not so bad. A friend from Mexico, Sergio, came to visit me that same night, he stayed until Monday. It was nice having someone from home. Sunday we went to Aix-en-Provence and there was christmas music and the little christmas market. It was really cute. The next day my host mom told me I could skip school to spend the day with my friend so I stayed and we went to visit La Ciotat and ate a really good burger at a small local restaurant. That same week, the school had an event called ââ¬Å"Classe en Classeâ⬠which consists of dressing up real nice (boys with tuxedo and everything) even the teachers. We went shopping and I found a dress and heels to wear. I almost died after wearing heels for the whole day (okay, not really). Friday, the last day of school, my social economics teacher let us bring food. The whole hour we listened to music, talked and ate. She even brought a machine for making tea. On Sunday, a German girl named Seren came to visit. She stayed last year with the family but they got along really well so she came to spend Christmas with them. She was really nice. She stayed 6 days but we did a lot of stuff. One night we went to a nearby village, called Sanary. They had a Christmas light show with music and fireworks and all the sailboats decorated. After that was christmas but I will write about that in another post. Christmas was so much fun with the family. We ate foie gras and opened the presents. I thought it would be harder for me being away from my family and all that, but i really enjoyed it. New years we spent it with a friend of Bea from Italy and her family. Her name is Virginie and she lives in bologna with her husband and two daughters. The oldest daughter ir 12 years old and speaks a little bit of french. The youngest is 9 and she speaks only Italian so it was a bit funny how we talked with her.

Going ? green? is all the rage right now because of climate change due to greenhouse gas emissions from human activities. Global warming threatens not only the survival of the human species, but also of other living things big and small that call Earth home. Serious efforts have been made to counter or at least minimize the adverse effects of global warming. Because emissions like carbon dioxide from fossil fuels are a major source of global warming, people have sought alternative sources of energy like solar, hydro and wind power. They have also come up with electric vehicles. Four different kinds of electric vehicles now on the market were showcased at PowerTrends 2009, a renewable energy exhibition held on Sept. 9-10 at World Trade Center in Pasay City. The e-vehicles displayed at PowerTrends? the e-jeep, e-car, e-bike and e-quad? are generally priced higher than their gasoline-powered counterparts. E-vehicle makers, however, are after advocacy, not profits, says Karl Magsuci, business planning and development manager for EVnnovations Inc. , distributor of the first Land Transportation Office-registered e-car in the Philippines. ?What we? re doing right now is education and raising awareness,? he says. All four e-vehicles have zero carbon emission. Their batteries could be charged via a simple household electric socket. Plans to build a biogas-powered recharging station are in the works. In some areas, like Puerto Princesa City and Boracay, plans to phase out gasoline-powered jeepneys are underway, with e-vehicles gradually being incorporated into their transportation system. e-car The Reva e-car, popularly known in London as G-Wiz, was first launched in Bangalore, India, in June 2001. EVnnovations Inc. wants to introduce Reva to the Philippines as a viable mode of transportation. This two-seater uses eight 48-volt deep-cycle-lead-acid batteries, which charge in eight hours at a cost of P84. Charging for two hours already powers 80 percent of Reva? s batteries, says Magsuci. Fully charged, Reva has a maximum range of 80 kilometers, 60 km when the air-con is used, and a top speed of 80 kph. By contrast, a gasoline-powered car would require about P350-worth of gas to travel 80 km. No change oil There? s virtually no maintenance involved when using the e-car, says Magsuci. ?No change oil, for instance.? The batteries have an average life span of two to three years. Changing batteries would cost around P50,000, says Magsuci. The only drawback to the e-car is the price, says Magsuci. ?There? s apprehension in the market due to the prohibitive price,? he says. The e-car is considered a luxury vehicle here, says Magsuci, thus, the cost almost doubles upon reaching our shores. Costing around $10,000 in India or around P500,000, plus import tax, Reva? s cost could reach close to a million pesos, he says. A Picture Is Worth a Thousand Words: Visuals as a Persuasive Tool for War Nations all over the world constantly utilize various forms of media to rally support amongst its own people. Manuscripts, newspapers and radios were and still are of the many mediums through which political figures connect and communicate with civilians. Especially during a time of war, the government sets as one of its highest priorities, the goal of keeping its people adequately informed and behind their nationââ¬â¢s cause. One of the most popular and persuasive forms of propaganda has been war posters. The famous age-old saying, ââ¬Å"A Picture is Worth a Thousand Words,â⬠is the secret that lies behind why these posters were so powerful and successful in the first place. Even though we are looking at them many centuries later, we can still feel the impact and experience the intended effects of their depictions. As Americans, many have been exposed to a range of American war posters through various means such as a school history books. There are few different war posters that are definitely worth taking a look at. Though at first glance they look extremely different, their main message is essentially the same: this war is necessary and we, as Americans, must do all that we can to help. Hereââ¬â¢s the first poster, entitled ââ¬Å"Donââ¬â¢t Let That Shadow Themâ⬠courtesy of Lawrence B. Smith. Lawrence B. Smith uses childrenââ¬â¢s innocence, helplessness and need for protection as the basis of his war poster. Through careful implementation of color and patriotic images, Smith is able to send a strong and convincing message to the American people in ââ¬Å"Donââ¬â¢t Let That Shadow Touch Them.â⬠The setting of this picture is in an open field with the shadow of the sw... ... has been used centuries upon centuries because of its effectiveness. While we can look at these political masterpieces and acknowledge the message that they are voicing, it is important that people remember to interpret with a critical eye. Itââ¬â¢s rather funny to know that the same pictures that are convincing you that one side is the good side and the other the bad; is the same thing that people on the other side of the world, and on the other side of a war, are seeing too ââ¬âbut of course with the heroes and the villains reversed. Media and propaganda in general are very interesting to follow. But we should remember not to believe it all so quickly. It is important to bear in mind that the photographer or artist has a specific job to do. They must support their government and its actions. We have to keep in mind the question: who actually controls the media?

The Role of Information Technology in Education explores the potential for technology to redefine the terms of teaching and learning. Can the tools of technology break through the barriers to educational progress? What inhibits the effective use of technology? What are the perceived and the real limits of these tools? Thirteen grantees are helping to answer these questions. In 1998, we noticed that computers in classrooms, frequently donated by well-intentioned companies, too often sat idle, or if used, amounted to little more than enhanced typewriters. Making computers available in schools was not sufficient to realizing technologyââ¬â¢s potential. The Role of Information Technology in Education initiative explores factors necessary to help technology reach its potential for learning. From the public school to the university setting, from local communities to nonprofit organizations, these grantees each offer a unique perspective on the role of technology in education. Early Assumptions The Hitachi Foundation issued the Tech Ed Letter based on these ideas: 1. A vast majority of schools have the equipment. Schools, districts, and states seem to have found money for hardware, but have invested only meagerly, if at all, in training teachers to use the technology. 2. The education sector has no systemic approach to upgrading the skills of its professionals in both pre-collegiate and higher education. If done at all, in-service technology training for teachers has been limited in number served and scope, traditional in its delivery (typically one-time sessions), or left primarily to individual teacher initiative. Training typically has not helped teachers understand how to integrate technology into the curriculum. 3. There are pockets of innovation. Individual teachers, students, and communities are delivering specific advances at every educational level. Advances can be grouped into 5 categories: pedagogy: enhanced capacity for tailoring instruction for individual students and monitoring student performance to assess instruction efficacy. constructing local content: through collaboration made possible by technology, students or professors inà several locations, drawing on local content can transform classroom practices. professional development: information technology makes possible high-quality professional development at times convenient for the teacher. Technology can overcome school scheduling problems by delivering training during off-hours or as the teacher works with students and colleagues in the classroom. collaboration: teachers and students can collaborate outside the classroom in synchronous (real-time) and asynchronous (delayed response) fora, which brings far more resources, perspectives, and analysis to classroom assignments. economic efficiency: schools and universities are finding ways to use technology creatively to save money or expand productivity. 4. Technology is a tool ââ¬â a means rather than an end. 5. Using technology effectively in the classroom means transforming the classroom, teaching, and learning. Productive use of technology does not mean using it solely to help slow students catch up, to occupy quick achievers, to reward good behavior, or to baby-sit. Where technology is yielding results, the classrooms are student-centered, with teachers as coaches and guides. Outside resources come to class and students go outside the classroom. Technology allows engagement, review, and especially assessment in broader, deeper ways. Critique of The Day After Tomorrow The movie, The Day After Tomorrow, addresses the issue of global warming. The movie?s portrayal of the events caused by global warming was extreme and not very believable. Some of the information is backed up by science but most is completely off the wall and nonrealistic. The movie cited the cause of the global climate change to be the rise in temperature due to greenhouse gasses. The warmer temperatures caused the polar ice caps to melt, and the increased amount of freshwater in the ocean disrupted the North Atlantic Current. The North Atlantic Current is what is responsible for the warm temperatures in the Northern Hemisphere. Rejections can also hurt our state of mind, it can make us turn into a different versions of ourselves and that is not the people that they need to be. The worst type of pain that hurts them is doing harm to their souls. This can affect the people that we love but, it really affects with the person behaving in a negative manner. Having negative thoughts is not a good thing and those people need to move on from them. Bad thoughts can t ake them out of having a group of friends and make them feel like an outsider. Making those certain people act like outsiders can make them feel alone and thats tough. It can also affect oneself when they get upset or create violence and that is not a good. No one needs that to happen in their families, friends, or to people that they have never met. They do not deserve it. Rejection can make our intelligence quotient IQ lower temporarily (Winch 2013). The brain can affect the way we think in our decision makings, school, and even work. For a short period of time people can have issues trying to think about other stuff that matters to them. It can take a few days, months, or years till they feel better about themselves but it starts now. Rejection can be bad towards young women especially around the ages of being a teenager (13 19). Girls around that age can act very dejected, pressured, and issues with either eating a lot of food or not enough food. Rejection is always built in their minds and they must find different ways to learn from it and take charge from life. There are lots of different ways to getting out of rejection. A good way is to take notice of what all has happened and see that it is a bad situation at that moment. Rejection is a part of life and feeling the heartbreak is upsetting but it is happens. If things dont go as planned it is ok, just move on from it. Another good thing is do your best to believe there is something better. What that means is to try to put yourself in a better mindset to do what you want to do. A persons anxiety can say things like What if they never get another job? or They are going to end up living with your parents forever and alone. Those people thinking it are having a hard time listening to it and it is difficult to move on from. Try to trick their mind by saying stuff like There is something else out there for me, I cant give up just yet, or This wasnt my right path. Those types of phrases can help but it all starts with themselves trying to do the things that they know they can do. In all, taking away all of the bad thoughts and putting the good ones first helps for most people. Making themselves have aspirations that there is more important things out. They do not have to do what they dont want to do even if that means if one person likes you, you can politely say Yes or Sorry, no thank you.Try to find so meone else or something else that matches with their interest. When dealing with rejection think of a few things. Just tell say that people have their opinions, it is ok, let it be their lost. Try their best to not take it to hard on themselves directly. The therapist then says that he should find out what that he needs to find some that is positive and makes him happy. Rejection can be really tough. There are two ways to handle rejection: those people can handle it on their own or there is the other group of people that need their family and friends to guide them with their journey of life. Everyone struggles with rejection if you take it for a short time period you will feel better but, if they take it a few months or a year it can be tough on themself. If they get the help they deserve, their life can feel better. Therapy can help a person or a group of people when life is not going right. How Dialogue And The Stage Affects An Audience s Perception
Over the course of this semester, this playwriting class has taught me much about the fundamentals of constructing a scene, how dialogue and the stage can affect an audienceââ¬â¢s perception, and many of the challenges playwrights face. I have come to have a greater appreciation of the form, having now experienced the process myself. Plays often have multiple subplots and sub-themes that can be difficult for an undiscerning eye to pick out, but I feel that I have honed my dramaturgical analysis. I really enjoyed this semester, and I have definitely improved as a playwright. I broadened my abilities as both a reader and a writer. My dialogue has developed further, becoming more varied and rich. I have also learned how to harness my creativity more easily, creating more of a story in my writing than I had previously thought was possible. The plays we read this semester gave me ample opportunity to expand my insights both as a reader and as a playwright. Since plays are written for t he stage, I often found myself trying to imagine how a specific scene would look onstage when reading a play. Although I do not have the creative mind of a stage designer, I could often form a complete picture of a set and character placement while reading Our Town by Thornton Wilder and Death of a Salesman by Arthur Miller. I also have become much more adept at spotting exposition and character development. By repressing women, the feminine role of dependency and obedience was maintained. In return, societys power structure became refueled and the patriarchy was perpetuated. Through time the power structure has broken down, however, I believe Shakespeares sister continues to exist in many women, still in search of a room of ones own. Virginia Woolf stressed the importance of having a room of ones own or a place to discover and explore the creative self. She encourages the young women to develop the habit of freedom and the courage to write exactly what they think. More than seventy years later, Woolfs words remain applicable. Women are still struggling to confront the courage and à ¢Ã¢â ¬Ã ¦face the factà ¢Ã¢â ¬Ã ¦that there is no arm to cling toà ¢Ã¢â ¬Ã ¦. For, while the societal barriers have disappeared, the mental barriers have not. Though few women are expected to be submissive and obedient, the ideology of the feminine role continues to starve womens souls. The pressure to get married and have children while pushing ones personal desires and passions aside persists. Thus, when a womans soul is in a state of starvation, she becomes a walking skeleton, merely existing through life. As the natural gifts she is born with stay buried and unnourished, she becomes a complete stranger to herself. In order to reawaken the sense of self, she must express her instinctive cravings. When this is accomplished Shakespeares sister will emerge and a room of ones own will be discovered.
